Arunachal Notifies 3-Year Window for Mandatory Tribal Language Test

ITANAGAR, August 26: The Arunachal Pradesh government has notified a mechanism for implementing the mandatory indigenous tribal language test for candidates recruited directly to government services.

The order was issued by order and in the name of the Governor of Arunachal Pradesh and signed by Manish Kumar Gupta, IAS, Chief Secretary to the Government of Arunachal Pradesh.

The notification follows the decision of the State Cabinet taken at its meeting on August 13, 2026, vide Cabinet decision No. CAB/M-11/8/2026.

Under the new arrangement, the language test will initially be conducted after a candidate joins service, as the Arunachal Pradesh Scheduled Tribes Language Proficiency Test has not yet been formally structured as part of the initial written competitive examination.

The test must be conducted during the candidate’s probation or stipulated service period, within three years of joining. This gives newly recruited employees a defined period to demonstrate proficiency in a notified indigenous tribal language of Arunachal Pradesh.

Failure to clear the test within the three-year period will have direct service consequences. Annual increments and further promotions will be withheld until the employee successfully passes the language test in any notified Arunachal Pradesh Scheduled language.

The government has specified that this is an interim implementation mechanism and will remain in force until the language proficiency test is formally structured in written form and incorporated into the initial competitive examination.

The Arunachal Pradesh Public Service Commission (APPSC) and Arunachal Pradesh Staff Selection Board (APSSB) have been directed to incorporate the mandatory eligibility clauses and post-joining language test mechanism into all future recruitment advertisements and rules.

The provisions apply with immediate effect to Group A, B and C posts and equivalent services, covering the state government, public sector undertakings, autonomous bodies and local and urban bodies.

The broader eligibility framework requires direct recruits to be Indian citizens and inhabitants of Arunachal Pradesh, hold a valid Permanent Residence Certificate (PRC) and possess an Arunachal Pradesh Scheduled Tribe (APST) certificate.

Candidates must also be able to speak at least one indigenous tribal language of Arunachal Pradesh notified under the applicable Scheduled Tribes framework and possess working knowledge of the local indigenous tribes.
