ADA Seeks Cancellation of Allegedly Illegal ST Certificates

The Abotani Descendants Association (ADA) has formally approached the High Power Committee on Re-verification of Arunachal Pradesh Scheduled Tribe (APST) Certificates, seeking the cancellation and revocation of allegedly illegal Scheduled Tribe (ST) certificates, Permanent Residence Certificates (PRCs), and Domicile/Residence Certificates issued to certain non-APST individuals in Arunachal Pradesh.

In a memorandum submitted on June 23, ADA President Maji Tayem and General Secretary James Teli Camdir urged the committee to conduct a thorough inquiry into the issuance of these certificates and take appropriate action wherever irregularities are established. The representation was addressed to the Chairman of the High Power Committee on Re-verification of Arunachal Pradesh Scheduled Tribe Certificates at the Civil Secretariat, Itanagar.

The association based its appeal on information obtained under the Right to Information (RTI) Act from the Office of the Extra Assistant Commissioner, Lekang Circle, Mahadevpur. According to the RTI response, ST certificates, PRCs and Domicile/Residence Certificates were issued between 2019 and 2022 to certain individuals belonging to communities such as Deori, Mishing, Adivasi, Moran, Motok, Ahom and Sonowal Kachari.

As per the details cited in the memorandum, a total of 2,063 certificates were reportedly issued during the four-year period. The year-wise figures indicate that 637 certificates were issued in 2019, 708 in 2020, 349 in 2021 and 369 in 2022.

Expressing concern over the matter, ADA stated that the reported issuance of such certificates to non-APST individuals warrants immediate scrutiny, particularly in view of the constitutional and legal safeguards provided to indigenous tribal communities of Arunachal Pradesh. The association emphasized that any certificate found to have been issued in violation of established laws, rules or eligibility criteria should be cancelled and revoked following due process.

ADA further requested the High Power Committee to initiate necessary investigations and ensure that the integrity of official records is maintained. The association said that protecting the rights and interests of genuine APST communities and preserving the sanctity of constitutional provisions relating to Scheduled Tribes must remain a priority.

In its memorandum, the association expressed confidence that the matter would be examined in accordance with law and due process and hoped for prompt and appropriate action from the competent authorities.

Copies of the representation were forwarded to Chief Minister Pema Khandu, the Deputy Chief Minister, the Home Minister, the Chief Secretary, the MLA of the 48th Lekang Assembly Constituency, and members of the print and digital media for information and necessary action.

The memorandum adds to the ongoing discourse surrounding the verification and re-verification of APST certificates in Arunachal Pradesh, an issue that has attracted significant public attention in recent years due to concerns over the protection of tribal rights and benefits reserved for indigenous communities.

Three Held for Mithun Theft in East Siang

  PASIGHAT, July 17:  In a successful joint operation, Mebo Police and Pasighat Police, with active support from the Mithun Owners Association, arrested three persons for allegedly stealing and illegally transporting a mithun.  The stolen animal was successfully recovered. The accused have been identified as Philip Lego (28) of Ayeng Village under Mebo Police Station, Kanggong Lego (19) of Ayeng Village, and Nandu Nath (22), a driver from Chumoni Village in Assam's North Lakhimpur district. According to police, the accused allegedly stole the mithun from the Partung area and were transporting it towards the Itanagar Capital Region (ICR).  Acting on specific intelligence, police intercepted the vehicle carrying the stolen animal at the Gumto Police Check Gate, leading to the recovery of the mithun and the arrest of all three accused. Dr. Lige Basar, Three Others Killed in Assam Crash

  Khetri/Itanagar, May 29:  A tragic road accident in Assam's Khetri area on Friday claimed the lives of four people from Arunachal Pradesh, including a senior veterinary officer, his wife, and two medical students, triggering widespread condolences across the state. The deceased have been identified as Dr. Lige Basar, Veterinary Officer of Keyi Panyor district and president of the Basar Aao Welfare Association (BAWA), his wife Kunga Doima Basar, their son Gemar Basar, and Karma S. Khirmey, Gemar's friend and fellow MBBS student. According to traffic officials, the accident occurred between 11:30 a.m. and noon when the Mahindra Bolero (AR-01Q-0042) in which they were travelling reportedly collided with a truck parked along National Highway 27 in Assam's Khetri area.
