Arunachal Appoints DCs as Rent Courts Across State

ITANAGAR, September 11: 

The Arunachal Pradesh Government has moved ahead with the implementation of the Arunachal Pradesh Tenancy Act, 2022, appointing Deputy Commissioners as Rent Courts and Additional Deputy Commissioners/Sub-Divisional Officers as Rent Authorities for towns and cities across the state.

Two notifications issued by the Department of Urban Affairs, Government of Arunachal Pradesh, are dated September 3, 2026.

Under the first notification, issued under Section 33 of the Arunachal Pradesh Tenancy Act, 2022, all Deputy Commissioners have been appointed as Rent Courts for their respective districts. 

The Act provides for Rent Courts to hear appeals and tenancy-related matters and envisages speedy disposal of cases.

A separate notification issued under Section 30 appoints Additional Deputy Commissioners/Sub-Divisional Officers having jurisdiction over the specified cities and towns as Rent Authorities for their respective areas. 

The Rent Authority is the first-level authority for several proceedings under the Act, with appeals against its orders lying before the Rent Court. 

The notification covers towns and cities in all 26 districts of Arunachal Pradesh:

Tawang: Tawang

West Kameng: Bomdila, Dirang, Rupa, Kalaktang

East Kameng: Seppa, Chayang-Tajo

Pakke-Kessang: Lemmi

Papum Pare: Itanagar, Naharlagun, Doimukh, Kimin, Sagalee, Yupia

Lower Subansiri: Ziro

Keyi Panyor: Yachuli

Kra Daadi: Palin

Kurung Kumey: Koloriang, Sangram

Kamle: Raga

Upper Subansiri: Daporijo, Dumporijo

West Siang: Aalo

Lepa Rada: Basar

Shi-Yomi: Tato, Mechuka

Upper Siang: Yingkiong, Mariyang, Geku

Lower Siang: Likabali

Siang: Boleng, Pangin, Kaying

East Siang: Pasighat, Ruksin

Lower Dibang Valley: Roing

Dibang Valley: Anini

Anjaw: Hawai, Hayuliang

Lohit: Tezu

Namsai: Namsai

Changlang: Changlang, Jairampur, Miao, Kharsang, Bordumsa

Tirap: Khonsa, Deomali

The move establishes the institutional mechanism envisaged under the 2022 law for regulating rental arrangements and resolving landlord-tenant disputes. 

The Act was enacted to regulate the renting of premises, protect the interests of landlords and tenants and provide a dedicated mechanism for speedy adjudication of tenancy disputes. 

The development comes after calls for early implementation of the Tenancy Act and the creation of rent authorities, courts and tribunals. In July, the Urban Affairs Minister had stated that the Arunachal Pradesh Tenancy Rules, 2026 had been finalised and sent for gazette notification, while steps were also underway to establish the required rent institutions and a tenancy-agreement registration portal.

Three Held for Mithun Theft in East Siang

  PASIGHAT, July 17:  In a successful joint operation, Mebo Police and Pasighat Police, with active support from the Mithun Owners Association, arrested three persons for allegedly stealing and illegally transporting a mithun.  The stolen animal was successfully recovered. The accused have been identified as Philip Lego (28) of Ayeng Village under Mebo Police Station, Kanggong Lego (19) of Ayeng Village, and Nandu Nath (22), a driver from Chumoni Village in Assam's North Lakhimpur district. According to police, the accused allegedly stole the mithun from the Partung area and were transporting it towards the Itanagar Capital Region (ICR).  Acting on specific intelligence, police intercepted the vehicle carrying the stolen animal at the Gumto Police Check Gate, leading to the recovery of the mithun and the arrest of all three accused. Dr. Lige Basar, Three Others Killed in Assam Crash

  Khetri/Itanagar, May 29:  A tragic road accident in Assam's Khetri area on Friday claimed the lives of four people from Arunachal Pradesh, including a senior veterinary officer, his wife, and two medical students, triggering widespread condolences across the state. The deceased have been identified as Dr. Lige Basar, Veterinary Officer of Keyi Panyor district and president of the Basar Aao Welfare Association (BAWA), his wife Kunga Doima Basar, their son Gemar Basar, and Karma S. Khirmey, Gemar's friend and fellow MBBS student. According to traffic officials, the accident occurred between 11:30 a.m. and noon when the Mahindra Bolero (AR-01Q-0042) in which they were travelling reportedly collided with a truck parked along National Highway 27 in Assam's Khetri area. All four occupants of the vehicle died at the scene.
