Naharlagun Police Crack ₹34 Crore Fraud Case; Assam Man Arrested

Naharlagun, June 22: 

In a major breakthrough, Naharlagun Police have successfully cracked a high-value fraud case involving approximately ₹34 crore within just 14 days of the registration of a First Information Report (FIR), leading to the arrest of the prime accused from neighbouring Assam.

Addressing a press conference, Naharlagun Superintendent of Police (SP) Dr. Nyelam Nega informed that the FIR was lodged at Naharlagun Police Station on June 5, 2026. Following an intensive investigation, police traced and apprehended the accused on June 20.

The arrested individual has been identified as Rishi Raj Agarwal (41), a resident of Assam. He is accused of allegedly defrauding Arunachal Pradesh-based businessman Rajesh Agarwal of nearly ₹34 crore over a span of four years.

According to the investigation, the accused established contact with the complainant in 2022 and allegedly persuaded him by claiming that he could facilitate the setting up of an ethanol manufacturing plant in Assam. To gain the businessman’s confidence, he reportedly projected himself as a person with strong political connections and claimed to have close access to Assam Chief Minister Himanta Biswa Sarma.

Police said the accused allegedly showed purported text messages and arranged telephone conversations, claiming they were with the Assam Chief Minister, thereby convincing the complainant of his influence and credibility.

Over time, the accused allegedly collected around ₹34 crore from the businessman on various pretexts between 2022 and 2026. Investigators revealed that he repeatedly claimed that payments worth ₹40–50 crore owed to him were stuck and sought financial assistance, assuring the complainant that he would concentrate on securing approvals and clearances for the proposed ethanol project once those dues were released.

The investigation further uncovered that the accused allegedly used forged documents purportedly issued by the Ministry of Finance to strengthen his claims and continue the deception.

SP Dr. Nega stated that police are also examining the possibility that artificial intelligence technology may have been used in the fraud. “We are investigating whether the voice used during the calls was generated through artificial intelligence,” he said.

During the operation, police seized a Mercedes-Benz vehicle, five mobile phones and several other incriminating materials from the accused. One of the seized mobile phones is suspected to have been used to make the fake calls impersonating the voice of the Assam Chief Minister. The device has been sent for forensic examination and technical analysis.

Police are continuing the investigation to determine whether additional individuals were involved in the fraud and to establish the full extent of the alleged scam.

The swift detection of the case and arrest of the accused within two weeks highlights the efficiency and coordinated efforts of Naharlagun Police in handling complex financial crimes.

Three Held for Mithun Theft in East Siang

  PASIGHAT, July 17:  In a successful joint operation, Mebo Police and Pasighat Police, with active support from the Mithun Owners Association, arrested three persons for allegedly stealing and illegally transporting a mithun.  The stolen animal was successfully recovered. The accused have been identified as Philip Lego (28) of Ayeng Village under Mebo Police Station, Kanggong Lego (19) of Ayeng Village, and Nandu Nath (22), a driver from Chumoni Village in Assam's North Lakhimpur district. Dr. Lige Basar, Three Others Killed in Assam Crash

  Khetri/Itanagar, May 29:  A tragic road accident in Assam's Khetri area on Friday claimed the lives of four people from Arunachal Pradesh, including a senior veterinary officer, his wife, and two medical students, triggering widespread condolences across the state. The deceased have been identified as Dr. Lige Basar, Veterinary Officer of Keyi Panyor district and president of the Basar Aao Welfare Association (BAWA), his wife Kunga Doima Basar, their son Gemar Basar, and Karma S. Khirmey, Gemar's friend and fellow MBBS student.
